Start by creating a new document with whatever width and height settings you require. Next pick a foreground and background colour for your pattern from Photoshop's main toolbar.
Now go to Filter > Sketch > Halftone Pattern and select Circle in the Pattern Type box. I find a contrast setting of around 45 is perfect for softening and jagged edges without blurring the pattern too much. Size does exactly as you would expect - the higher the number, the chunkier the circles.
To add the finishing touch lets make the pattern look a little less flat. Select Filter > Render > Lighting Effects and choose Omni as light type. Play around with the lights size and position until you find something you like. For this tutorial I placed the light right in the middle and made it slightly larger than the default setting.
Thats it! For a more three-dimensional look why not try experimenting with perspective (Ctrl + T on Windows, then right-click and choose Perspective).
